At TUM, the administrative regulation “Genetic Engineering in Confined Systems” (Organisationsverfügung „Gentechnik in geschlossenen Systemen“, OrgV GenT-igS) regulates the organization and implementation of genetic engineering legislation, the transfer of duties of the operator and the responsibilities of the functionaries in the area of “genetic engineering in contained systems” (genetic engineering facilities according to safety levels S1 to S3) throughout the university.
In particular, the university-wide binding organizational decree describes the interaction between the decentralized implementation of tasks by the local functionaries and the central university office.
Hochschulreferat 6 has a central function here, coordinating cooperation with the supervisory authorities (mainly the Regierung von Oberbayern).

Appointed Persons
In addition to the functionaries in the area of occupational health and safety, the genetic engineering legislation requires two further appointed functionaries, namely Project Manager and Biological Safety Officer. Their appointment is carried out exclusively by the Hochschulreferat 6 after examination of the required expertise in accordance with §28 GenTSV.
Project Managers plan, manage and supervise the work carried out in the genetic engineering facility. They are appointed by the “holder of management functions” ("Inhaber der Leitungsfunktion", ILF) after examination of the expertise according to §28 GenTSV by the Hochschulreferat 6. The function of a Project Manager can also be performed by the “holder of management functions” (ILF). However, a Project Manager (PL) can not be simultaneously be the Biological Safety Officer (BBS) for the same genetic engineering work.
Biological Safety Officers (Beauftragte für Biologische Sicherheit, BBS) have supporting similar to safety officers (SiBe). In addition, they monitor the project management of a genetic engineering facility and submit an annual report on this. They are appointed on the recommendation of the “holder of management functions” ("Inhaber der Leitsungsfunktion", ILF) and after examination of their expertise in accordance with §28 GenTSV by Hochschulreferat 6. A Biological Safety Officer (BBS) can not simultaneously be the Project Manager (PL) or the holder of management functions (ILF) within the scope of the same genetic engineering work.
Correspondance
Communication regarding genetic engineering with the responsible authorities is handled by Hochschulreferat 6. This includes the legally binding receipt of official correspondence on behalf of TUM and forwarding it to the functionaries of the individual genetic engineering facilities, as well as the processing of notifications, reports, etc. from the operators (ILF) to the Regierung von Oberbayern.
